Local MP Alan Mak is opposing plans to build 1,800 houses at Southleigh between Emsworth and Denvilles.
The proposed development is on land earmarked for housing in Havant Borough Council's Local Plan, which acts as a development blueprint for the area.
Submission of a Southleigh planning application to the Council follows public consultation that has included community exhibitions and a public meeting.
Mr Mak said: "I'm opposed to the Southleigh plan because housing on this scale and in this location is not viable without a wide range of supporting infrastructure, including but not limited to a link road to the A27.
"Many residents have contacted me to say they are concerned about the impact on infrastructure and the extra traffic on local roads that would be created by such a big development."
He added: "The Labour Government has imposed a 74 per cent increase in the housing target for Havant Borough, so it's no surprise that Bloor Homes will use that centrally-imposed target as supporting evidence for their application. But I believe that it shouldn't be allowed to go ahead.
